FLOENAB LLC
Grant Proposal: Building Stability and Hope Through Comprehensive Homelessness Intervention
Organization Overview
Floenab LLC is a community-focused organization dedicated to reducing homelessness and housing instability across Tennessee, with a strong emphasis on Memphis and surrounding areas. We serve individuals and families facing housing loss due to economic hardship, unemployment, medical crises, domestic violence, and systemic barriers. Our approach integrates housing stabilization, workforce readiness, and wraparound support to address both immediate needs and long-term recovery.
Statement of Need
Homelessness in Tennessee affects an estimated 9,000–10,000 individuals on any given night, with over 1,200 people experiencing homelessness in Memphis and Shelby County alone. Rising housing costs, stagnant wages, and limited access to healthcare have accelerated housing instability. Families with children, seniors, veterans, and working adults are increasingly at risk. Without early intervention, temporary housing crises often evolve into chronic homelessness, placing strain on emergency services, healthcare systems, schools, and local economies.
Program Description
Floenab LLC proposes the implementation of a comprehensive Housing Stability and Workforce Empowerment Program designed to reduce homelessness and prevent recurrence. Program components include:
Housing navigation assistance, including landlord mediation and rental support coordination
Employment readiness services, job placement partnerships, and skills training
Individualized case management with goal-oriented service plans
Financial literacy, budgeting, and credit repair education
Referrals to mental health, substance recovery, and healthcare providers
Family stabilization support to ensure children remain housed and enrolled in school
Each participant receives personalized support tailored to their circumstances, ensuring that services address root causes rather than temporary symptoms.
Goals and Measurable Outcomes
The program aims to achieve the following outcomes within the first year:
Assist at least 150 individuals or families in securing stable housing
Achieve a minimum 70% housing retention rate after 12 months
Support 65% of participants in obtaining employment or increasing income
Reduce emergency service utilization among participants
Improve financial stability and self-sufficiency indicators
Community Impact
By stabilizing housing and employment, Floenab LLC will reduce strain on emergency rooms, shelters, law enforcement, and public assistance systems. Children will experience improved educational continuity, families will regain stability, and neighborhoods will benefit from reduced displacement and increased economic participation.
Sustainability
Floenab LLC is committed to sustainability through diversified funding, community partnerships, employer collaborations, and continuous program evaluation. Grant funding will support program launch and expansion while long-term funding will be strengthened through contracts, private donations, and earned-service partnerships.
Conclusion
Homelessness is solvable when addressed with compassion, coordination, and accountability. Floenab LLC offers a proactive, people-centered solution that transforms crisis into opportunity. Grant investment will directly support housing stability, workforce development, and renewed hope for vulnerable individuals and families—before it is too late.
Estimated Homelessness in Memphis, Tennessee, and the whole State of Tennessee
Homelessness remains a serious and growing concern in Memphis and across the state of Tennessee. According to recent Point-in-Time (PIT) counts conducted by local Continuums of Care and HUD-supported agencies, it is estimated that approximately 1,200–1,400 people experience homelessness on any given night in Memphis and Shelby County. This includes individuals living on the streets, in shelters, transitional housing, or places not meant for human habitation. Because many people avoid shelters or move frequently, experts widely agree that this number is undercounted, and the true annual total is likely higher.
Statewide, Tennessee is estimated to have around 9,000–10,000 people experiencing homelessness on a given night. This figure includes families with children, veterans, elderly individuals, and working adults who cannot afford rising housing costs. Urban centers such as Memphis, Nashville, Knoxville, and Chattanooga experience the highest concentration, but homelessness is increasingly spreading into suburban and rural communities as well.
